Nobody , no minister , no constitutional body  can violate it. When it is violated , it is a crime against humanity , the people who perpetrate those violations are CRIMINALS. Even when public servants perpetrate those human rights violations in the name of  parliamentary acts like Reservation policy , the people who drafted such inhuman laws and people who passed and enacted such inhuman  laws are all CRIMINALS. They are all  TRUSTEES of public money only not owners of it.
